Il Presidente della Repubblica Albanese

Capo di stato dell'Albania č il Presidente della Repubblica eletto ogni cinque anni con i 3/5 dei voti dell'Assemblea del Popolo (Kuvendi Popullor) a scrutinio segreto.
La maggior parte dei 140 membri dell'Assemblea viene eletta ogni 4 anni.

Il Presidente ha il potere di garantire il rispetto della costituzione e di tutte le leggi, opera come comandante supremo delle forze armate, esercita le funzioni dell'Assemblea del Popolo quando l'Assemblea non č in carica.
Il Presidente (con la proposta del leader del partito o coalizione di partiti che ha la maggioranza nell Assemblea) nomina il Primo Ministro, il quale propone al Presidente i membri del Consiglio dei Ministri. L'intero Consiglio poi viene approvato dall' Assemblea Popolare.



Bamir Topi
Nato a Tirana, il 24 aprile 1957.
Topi č stato per tanti anni un leader del partito democratico per il quale ha svolto diversi incarichi: č stato vice-premier per due volte e capo del gruppo parlamentare. Per tre legislature Topi č stato deputato del parlamento albanese. In passato č stato anche ministro dell'agricultura e dell'alimentazione.
Il Parlamento dell'Albania con 85 voti ha incaricato Bamir Topi di succedere ad Alfred Moisiu che era in carica dal 24 luglio 2002.



Biografy
Bamir Myrteza Topi (born April 24, 1957 in Tirana is the President of the Republic of Albania, a post he took on July 24, 2007.
He graduated in biological studies and earned a PHD degree in the same field. He was the head of the Institute for Veterinary Studies in Tirana. He was elected to three mandates in the Assembly of Albania as a candidate of Democratic Party of Albania; he was first elected in 1996. In two terms Bamir Topi led the Parliamentary Group of Democratic Party in the Assembly. He has been elected vice-chairman of the Democratic Party of Albania, which is led by Sali Berisha. Topi served as Minister of Agriculture and Food from 1996 to 1997.[1] He also holds the title of Honorary President of KF Tirana.

Bamir Myrteza Topi, lindi mė 24 prill tė vitit 1957 nė Tiranė, ėshtė politikan shqiptar dhe presidenti aktual i Shqipėrisė. Ėshtė i martuar me Teuta Topi dhe ka dy vajza, Nada Topi e Etida Topi.
Edukimi
Pas pėrufndimit tė ciklit shkollor me rezultate tė larta, z. Topi ka punuar fillimisht nė Petrelė tė Tiranės dhe nga viti 1984 nė Institutin Shkencor tė Kėrkimeve Veterinare. Ka kryer studimet pėr doktoraturė nė Itali dhe ka qenė Drejtor i Institutit Shkencor tė Kėrkimeve Veterinare nė vitet 1992-1996. Ka fituar titullin e lartė “Profesor” nė vitin 1995. Nė fushėn profesionale z. Topi ka njė aktivitet tė madh punimesh shkencore dhe botime tė shumta.

Aktiviteti politik
Nė tri Legjislatura ėshtė zgjedhur deputet i Kuvendit tė Shqipėrisė nga radhėt e Partisė Demokratike tė Shqipėrisė. Dy herė ėshtė zgjedhur kryetar i Grupit Parlamentar tė PD-sė. Nė dy mandate ėshtė zgjedhur nėnkryetar i PD-sė. Nė periudhėn 1996 – 1997 ka ushtruar detyrėn e ministrit tė Bujqėsisė dhe Ushqimit.
Ka qenė anėtar i Komisionit Parlamentar pėr Veprimtaritė prodhuese, Tregtinė dhe Mjedisin. Bamir Topi ka publikuar shumė botime shkencore nė periodikun shqiptar dhe tė huaj, si dhe analiza politike aktuale.
